Erano affamati e disperati, un’ondata umana in fuga dalla rivoluzione in Tunisia e dalla guerra in Libia: fra marzo e settembre dello scorso anno l’esodo ha portato sulle nostre coste 60 mila persone. Profughi, accolti come tali dall’Italia o emigrati in fretta nel resto d’Europa: solo 21 mila sono rimasti a carico della Protezione civile. Ma l’assistenza a questo popolo senza patria è stata gestita nel caos, dando vita a una serie di raggiri e truffe.

La Secretaría General de Inmigración y Emigración deberá desarrollar su labor en 2013 conun 10,6% menos de presupuesto. De un total de 142 millones de euros, 76,70 financiarán programas para españoles emigrados; los 62,41 millones de euros restantes serán destinados a los inmigrantes que residen en España, un recorte del 6,6% respecto al año anterior.

La partida con mayor cuantía se dedica al mantenimiento de los dos Centros de Estancia Temporal de Inmigrantes (CETI), y a los cuatro Centros de Acogida a Refugiados (CAR), que, al igual que en 2012, consistirá en 12 millones de euros. También se mantendrán los 9 millones de euros para los sistemas de protección para solicitantes de asilo y refugiados.

Tras el descenso de la cifra de menores extranjeros no acompañados que llegan a España, de una media de 49 niños al mes durante 2011, a 32 a fecha de agosto de 2012, la Administración General del Estado destinará a la ayuda de los menores en esta situación 3,57 millones de euros.

Para la asistencia de losextranjeros que llegan a España en situación de «especial» vulnerabilidad, se mantendrán en 2,5 millones de euros las subvenciones a entidades locales para el desarrollo de programas innovadores para la integración de inmigrantes y la atención humanitaria. Con el objeto de facilitar el retorno voluntario de los inmigrantes a su país de origen, demanda en 2011 de un total de 4,759 inmigrantes, la Administración General del Estado dedicará 2,4 millones de euros. La ordenación de los flujos migratorios recibirá una dotación de 950,000 euros.

Cruz Roja Española recibirá una subvención de 2 millones de euros, cifra que se destinará a la atención humanitaria urgente en pateras. La subvención a ACNUR (Alto Comisionado de las Naciones Unidas para los Refugiados) se dirigirá a programas especiales de inmigrantes y refugiados, y consistirá en 0,1 millones de euros. También recibirán ayudas diversas entidades y ONG'S dedicadas a la integración, asilo y protección internacional de inmigrantes. A tales efectos se destinarán 9,15 millones de euros en régimen de concurrencia competitiva.

The number of refugee children held in detention centres has doubled according to Home Office figures despite Nick Clegg's pledge to end the practice he once called "state sponsored cruelty".

60 children entered detention in the second quarter of 2012, a rise from 26 during the same period a year earlier.  Whilst children are no longer officially held at the notorious Yarl's Wood centre – though the Refugee Council have warned many children are wrongly classified as adults – children are now being held in slightly better conditions in smaller family detention centres.  All Clegg has achieved in two years of government is slightly nicer prisons for even more children who have committed no crime.

Last year Nick Clegg said:

"This coalition government will once again restore a sense of decency and liberty to the way in which we conduct ourselves. That is why I can confirm that the government will make an announcement shortly about how we will deliver on our pledge to end child detention and to close the Yarl's Wood detention centre for good."

Yarl's Wood hasn't closed and child detention has doubled since he made that statement.

And yet still Clegg expects us to believe him on welfare cuts.  Despite him saying he would block a further £10 billion cut from the welfare budget, then conceding he would only agree should their be a 'mansion tax', he has now rolled over once again.  The cuts are going ahead and no new tax aimed at the rich is on the horizon.

Meanwhile Iain Duncan Smith is launching digital identity cards by the back door as part of Universal Credit.  The new benefit regime depends on a database which dwarfs the National Identity Register that Blair wished to introduce and the Lib Dems pretended to fight so hard against.

The Liberal Democrats in government have been neither liberal nor democratic, yet still the yellow slime in the party's rank and file stay silent.  Suicides, jailed children, raised tuition fees, unpaid labour, homelessness and disabled people forced into ever increasing poverty and isolation – these will be seen as the only legacies of the Lib Dems contribution to this filthy coalition.
