Si segnala da anni all'interno dei cd. flussi misti di migranti che arrivano via mare alle frontiere italiane, un numero crescente di minori non accompagnati (MNA), molti dei quali provenienti da aree geografiche interessate da situazioni di guerra e violenza generalizzata. Già nel 2006 il governo italiano adottava una specifica direttiva che stabiliva precisi doveri in capo agli agenti istituzionali che fossero entrati in contatto con questi soggetti, nel corso di attività di contrasto dell'immigrazione irregolare e dopo gli sbarchi, generalmente assistiti con l'intervento delle forze di polizia, per ragioni di soccorso e salvataggio.

The number of undocumented minors attempting the dangerous trek across the U.S.-Mexico border alone has risen, experts gathered at the University of San Diego's "Children at the Border" forum said.

The director of USD's Trans-Border Institute, David Shirk, who organized the forum, told Efe immigration patterns have changed over the past 20 years for reasons such as the expansion of the metal wall on a portion of the frontier in 1994 and tighter border protection following the Sept. 11, 2001, terrorist attacks.
