"The systematic detention of irregular migrants has come to be viewed as a legitimate tool in the context of European Union (EU) migration management, despite the lack of any evidence that detention serves as a deterrent." This is what François Crépeau, United Nations Special Rapporteur on the human rights of migrants, told EU home affairs Commissioner Cecilia Malmström at the presentation of his latest report on 30 May in the European Parliament.

There are thought to be over a million young people in detention globally. These are the 21st century’s invisible children. Let’s bring their situation into plain sight and work to end the over-reliance on depriving them of their liberty.   
Nearly 13 years have passed since the Millennium Declaration boldly stated, “As leaders we have a duty…to …the children of the world, to whom the future belongs.” Concerning the detention of young people, we need to ask ourselves a tough question: are we perhaps emphasising the future of children, while forgetting about their young lives today.

A recent amendment to the Senate immigration reform package would require U.S. Customs and Border Patrol stations to employ child welfare specialists in order to provide “basic humanitarian assistance to unaccompanied children in federal custody.”
 The CTVPA, originally proposed in 2011 by Rep. Lucille Roybal-Allard, a Democrat representing California’s 40th District, was officially added to the Senate’s comprehensive immigration reform package by Sen. Mazie Hirono (D-Hawaii) earlier this month. The addition was later approved by the Senate Judiciary Committee via a voice vote.
According to Rep. Roybal-Allard’s office, the CTVA responds to “numerous documented cases” of young people experiencing “egregious abuses at the hands of federal immigration officials.”

Once through the port of entry, the separated child moves into a new life. It is a challenge to the receiving country to treat these children with the specialised care they need, and fully respect their rights as a child, while at the same time establish exactly where they came from, how old they are, and what to do with them. Even official procedures designed to be humane can do little to alleviate the shock of arrival. The child is thrown precipitately into a foreign culture and language, often with extreme weather and environment change and, simultaneously, must take on adult-like responsibility for its own basic and complex needs. Some teenagers also arrive with very young siblings or relatives to look after.

Sono 65 le strutture di accoglienza per minori stranieri non accompagnati presenti nel Lazio e censite dalla ricerca condotta nell’ambio del progetto “RUNNING TOGETHER, giovani del mondo cittadini d’Europa”.
Si tratta case famiglia, gruppi appartamento, strutture di semiautonomia e di pronta accoglienza.
Il progetto “Running Together” è stato avviato il 12 settembre 2012, cofinanziato dalla Comunità Europea, ed è realizzato congiuntamente dal Settore intercultura e dall’Area minori della Caritas di Roma, in collaborazione con diversi istituti scolastici del territorio romano.
